Authorize an Interlocal Agreement with Dallas County to accept funds in an amount not to exceed $1,300,000.00 to be granted to Bridge Steps for homeless assistance services to be provided at The Bridge Homeless Recovery Center for the period October 1, 2026 through September 30, 2027 - Estimated Revenue: General Fund $1,300,000.00

BACKGROUND
The Bridge Homeless Recovery Center ("The Bridge") opened on May 20, 2008, providing a centralized entry point for homeless persons to access multiple services at one location through on-site services and co-located agencies. The Bridge serves approximately 7,000 adults per year. Each guest is assigned to a case manager who works with them to develop an exit. The Bridge provides triage services, jail diversion/reentry services, medical/behavioral health care services, and day shelter services. For adults experiencing or at-risk of long-term homelessness, The Bridge provides night shelter and recreational/education services and assists clients in obtaining employment/disability income and affordable/supportive housing.
Dallas County has been providing funding for homeless assistance services at The Bridge since it opened. Approval of this item will provide for funding for the operation of The Bridge for the period October 1, 2026 through September 30, 2027. The funds will be counted towards satisfying Bridge Steps fundraising requirement.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On November 10, 2021, the City Council authorized an Interlocal Agreement with Dallas County to accept funding for homeless assistance services at The Bridge for the period October 1, 2021 through September 30, 2022, by Resolution No. 21-1830.
