Title
A resolution amending Resolution No. 24-1441 to include (1) a total of 20 acres to be leased from the University of North Texas System, to be used as a law enforcement training facility for the Dallas Police Department; (2) a sublease between the City and the University of North Texas System for space in the Criminal Justice Facility; and (3) certain special terms and conditions of the Lease Agreement - Financing: No cost consideration to the City

BACKGROUND
This item, on behalf of the Dallas Police Department and the Office of Bond and Construction Management, amends Resolution No. 24-1441 which authorized a forty-year lease agreement with four, ten-year renewal options, with University of North Texas System ("UNTS"). The Leased Premises is to include approximately 20 acres of land located at 7300 University Hills Blvd. This lease will provide for the design, construction, and use of a law enforcement training facility (inclusive of a Criminal Justice Facility) to be used primarily by the Dallas Police Department for the education and training of police. Additionally, this item authorizes a sublease agreement between the City, as sublandlord, and UNTS, as subtenant, for space in the Criminal Justice Facility for its criminal justice program, including collaborative instructional programming for both its students and the Dallas police.
The lease will begin on the Date of Beneficial Occupancy and end forty Lease Years later.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On June 9, 2021, the City Council authorized a Memorandum of Understanding by Resolution No. 21-1022.
On September 25, 2024, the City Council authorized a Lease Agreement by Resolution No. 24-1441.
