Authorize the (1) acceptance of a grant from the U.S. Department of Justice Office of Juvenile Justice and Delinquency Prevention through the National Recreation and Park Association, Inc. (NRPA) for the 2024 Out-of-School Time (OST) Youth Mentoring Program (Award No. 15PJDP-24-GG-03819-MENT, Assistance Listing No. 16.726) in the amount of $60,000.00 for the implementation of the program titled L.E.A.D. (Learn, Empower, Achieve, Develop) for the period May 22, 2025 through September 30, 2027; (2) establishment of appropriations in an amount not to exceed $60,000.00 in the NRPA FY24 OST Youth Mentoring Program Grant Fund; (3) receipt and deposit of funds in an amount not to exceed $60,000.00 in the NRPA FY24 OST Youth Mentoring Program Grant Fund; and (4) execution of the grant agreement with NRPA and all terms, conditions, and documents required by the agreement - Not to exceed $60,000.00 - Financing: NRPA FY24 OST Youth Mentoring Program Grant Fund

BACKGROUND
The OST Youth Mentoring Program is part of NRPA's broader effort to support and strengthen evidence-based mentoring programs for youth through local park and recreation agencies. The primary goal of the program is to prevent, reduce, and address the risks associated with juvenile delinquency and victimization among at-risk youth by providing access to high-quality mentoring services during out-of-school time programs.
Through this initiative, NRPA aims to build the capacity of park and recreation agencies across the country to reach youth who are disproportionately at risk, including:
* Youth from military families
* Youth residing in rural communities or small cities (population <50,000)
