BACKGROUND
The Bridge Homeless Recovery Center (The Bridge) opened on May 20, 2008, providing a centralized entry point for unhoused adult males and females to access multiple services at one location through on-site services and co-located agencies. It is the largest and only low barrier emergency shelter in the city. Originally designed to serve 250 individuals each day, The Bridge's average daily guest count is nearly 700.
The City of Dallas has a Management Services Contract (MSC) with Bridge Steps for the operation, programming, and management of The Bridge.
Since 2019, The Bridge has experienced three major power outages that required the relocation of hundreds of guests. With all Dallas shelters at capacity, it is extremely challenging to provide meals and shelter at an alternate location. The need for a gas-powered back-up generator was identified as a top priority in 2021 and added to the Needs Inventory as a candidate for funding in a future bond program.
On May 4, 2024, Dallas voters approved Proposition I of the 2024 General Obligation Bond Program (the "2024 Bond Program"), which provides funding for capital improvement projects, including the planning, design, construction, and improvement of the city's homeless assistance facilities.
