BACKGROUND

The City Council initially authorized a one-year service contract with two one-year renewal options to provide housing and service assistance to homeless young adults (the First Contract) from July 1, 2021 to June 30, 2022 for the Office of Homeless Solutions by Resolution No. 21-1122. The First Contract expired due to the non-renewal of the first one-year renewal option due to delayed funding from the Texas Department of Housing and Community Affairs and therefore the contract expired by its terms. The City Council authorized the provision of services and payment for such services under a new contract for a term of one year with two one-year renewal options pursuant to Resolution No. 22-1793.

This action does not encumber funds; the purpose of a service price agreement is to establish firm pricing for services, for a specific term, which are ordered on an as needed basis according to annual budgetary appropriations. The estimated amount is intended as guidance rather than a cap on spending under the agreement, so that actual need combined with the amount budgeted will determine the amount spent under this agreement.
