Authorize the adoption of the White Rock Lake Park Master Plan - Financing: No cost consideration to the City

BACKGROUND
In 2022, the City of Dallas contracted with Dunaway and Associates to develop an updated and comprehensive master plan for White Rock Lake based on previous completed plans while looking forward to White Rock Lake’s future needs. In the development of the master plan Dunaway and City staff developed concepts for improvements throughout the park with the final plan reflecting options based on public input including engagement with the White Rock Lake Task Force.
The White Rock Lake Master Plan includes targeted updates to Design Standards & Guidelines that were identified as outdated or no longer consistent with current conditions or best practices. Necessary updates, such as refined guidance related to shoreline protection strategies discussed with stakeholders, as well as added detail on longstanding stonework applications, site furniture, and other park amenities that have become standard practice since the original guidelines were developed, are incorporated and clearly referenced within the Master Plan narrative, graphics, and recommendations. All original Design Standards & Guidelines that remain applicable are not impacted and continue to apply without modification.
The master plan will be used to guide future development and improvements and to assist in identifying and raising funds for its implementation.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On February 5, 2026, the Park and Recreation Board approved the adoption of the White Rock Lake Park Master Plan.
