BACKGROUND

On December 8, 2003, the City Council authorized an Interlocal Agreement with Dallas Independent School District for a new soccer field, softball field, baseball field, concession and rest room structures and associated parking at Randall Park by Resolution No. 03-3389

This amendment is partnership with DISD to convert existing natural grass fields to artificial turf for better playability, more consistent usage due to weather resistance and a higher quality of surface for competition. The 2024 Bond Program includes agency match funds with DISD to partner on mutually beneficial projects such as this. In addition to Willis Winters Park/Woodrow Wilson High School, park staff and DISD staff will be bringing forward additional partnership projects for artificial turf conversions at Fair Oaks Park/Conrad High School, Dr. Frederick Douglass Todd Sr. Middle School, and a new artificial turf football field at Wheatland Park/Kimball High School. At Willis Winters Park and Fair Oaks Park, there will be two baseball/softball field conversations at each site.
