Authorize Supplemental Agreement No. 2 to the professional services contract with Terracon Consultants, Inc. to provide additional engineering and architectural services to complete roof and heating, ventilation, and air conditioning repairs/replacements and provide new elevator system assessments and certifications at various locations - Not to exceed $229,000.00, from $1,936,480.00 to $2,165,480.00 - Financing: Water Construction Fund

BACKGROUND
On August 14, 2019, the City Council authorized a professional services contract with Terracon Consultants, Inc. for engineering and architectural services for the condition assessment and design of roof, HVAC, and refrigeration systems at Dallas Water Utilities' (DWU) 270 facilities. Roofs and heating, ventilation, air conditioning, and refrigeration (HVACR) systems at DWU facilities are generally exposed to aggressive and corrosive environments due to the chemicals used and gas byproducts associated with the water and wastewater treatment processes. With this exposure, materials break down at a higher rate when compared to typical office building facilities. In an ongoing effort to better maintain and protect these assets DWU implemented its Roof and HVACR Condition Assessment and Renewal Program in 2012. The original contract provided professional services for the condition assessment of approximately 1.5 million square feet of roof area and over 3,000 HVACR units at DWU's 270 facilities and design services for replacement of roof and HVACR systems that are nearing the end of their service life.
