Title
A public hearing to receive comments on (1) re-adopting and continuing in effect Chapter 12, "City Youth Program Standards of Care," of the Dallas City Code, to re-establish standards of care for certain city youth programs sponsored by the City of Dallas in compliance with state law; and, at the close of the public hearing (2) approving of an ordinance to re-adopt Chapter 12 of the Dallas City Code; (3) providing a penalty clause; (4) providing a severability clause; and (5) providing an effective date and an expiration date - Financing: No cost consideration to the City

BACKGROUND
Section 42.041(b)(14) of the Texas Human Resources Code, as amended, allows city sponsored youth recreation programs to be exempted from the state's day care licensing laws if the city adopts standards of care for those programs and complies with other requirements of that legislation. One requirement is that the City Council hold a public hearing annually on the City's youth program standards of care and adopt an ordinance re-establishing and continuing in effect the standards.
Ordinance No. 23159, adopted by the City Council on June 11, 1997, created Chapter 12 of the Dallas City Code in order to exempt City of Dallas youth programs from State childcare licensing requirements and provide minimum standards by which the City operates youth programs.
