BACKGROUND

This action does not encumber funds; the purpose of a service price agreement is to establish firm pricing for services, for a specific term, which are ordered on an as needed basis according to annual budgetary appropriations. The estimated amount is intended as guidance rather than a cap on spending under the agreement, so that actual need combined with the amount budgeted will determine the amount spend under this agreement.

This service price agreement will provide for non-destructive pipe analysis and internal leak surveying services for the Dallas Water Utilities Department (DWU). Non-destructive underground leak detection survey services provide real-time pipeline conditions using various types of technologies. This agreement will survey, inspect, assess, and monitor city pipelines for pressure, leaks or gas pockets, internal wall condition, testing and assessment of the pipe's external wall, and condition of pre-stressed concrete cylinder pipe for broken wires and bars.

Identified damage is reported to DWU which allows them to plan and coordinate the replacement and/or rehabilitation of identified pipeline segments prior to it reaching critical failure status.
