BACKGROUND

This item authorizes a no-cost extension to the Agreement with The Law Offices of Craig W. Harvey, PLLC for continued delivery of eviction legal assistance services supported through American Rescue Plan Act (ARPA) Coronavirus State and Local Fiscal Recovery Funds that has since been converted to multi-year funding. Due to grant timelines and regulatory requirements, this extension is necessary to ensure funding previously authorized for this Agreement is fully expended during the grant period and to avoid the need to reallocate unspent funding.

The Law Offices of Craig W. Harvey, PLLC provides eviction legal assistance services to Dallas residents in Council Districts 7 and 14 at risk of eviction, including tenant counseling, education, and legal representation. Although many pandemic-era supports have ended, housing instability remains a continued challenge for many households, and eviction legal services remain an important tool to prevent displacement and reduce the risk of homelessness. This contract amendment will allow service provision to continue and support full expenditure of obligated funds.
