BACKGROUND
The West Commerce Street from Fort Worth Avenue to Riverfront Boulevard Project is a partnership project between the City of Dallas and the Texas Department of Transportation (TxDOT) to construct sidewalks and bicycle lanes. The City is the lead agency to administer the design and construction of the project. This project is needed to provide greater opportunity for multi-modal travel and improve safety in the area.
On August 30, 2018, The Texas Commission passed Minute Order Nos. 115291 and 115292 authorizing the State to undertake and complete a highway improvement or other transportation projects generally described as bicycle and pedestrian improvements.
This action will authorize a Local Project Advanced Funding Agreement (LPAFA) with TxDOT for the engineering review and construction administration costs associated with this project. The estimated total project cost is $8,657,259.00 to be 100 percent funded by federal and state funds.
If this LPAFA is not approved at this time, the project will be delayed, which may jeopardize the federal funding that has been allocated to the project. Without federal funding, it will be unfeasible for the City to proceed with the project.
