BACKGROUND
Chapter II, Section 3 of the Dallas City Charter, states, "At intervals of not more than 10 years (first interval to occur not more than 10 years after adoption of this section), the Charter shall be reviewed by a commission appointed by the council." On August 23, 2023, the City Council appointed the Charter Review Commission who reviewed and recommended changes to the Dallas City Charter. Ordinance No. 32798 ordering a special election to be held in the City of Dallas on Tuesday, November 5, 2024, for the purpose of submitting to the qualified voters of the City, proposed amendments to the Dallas City Charter, was approved by the Dallas City Council on August 14, 2024.
As of Friday, September 6, 2024 (the date of the posting of this agenda item in compliance with the Texas Open Meetings Act), In re Dallas HERO, No. 24-0678, was pending at the Supreme Court of Texas. Because a subsequent ruling on that case could trigger an amendment to Ordinance No. 32798, this item has been placed on the September 11, 2024, city council agenda for potential city council action.
