Title
A resolution declaring the month of July as Disability Pride Month and directing the city manager to fly the Disability Pride Flag with the City of Dallas seal, as depicted in Exhibit A, on the flagpole at City Hall Plaza in place of the City of Dallas Official Flag from July 15, 2026 to July 31, 2026, and annually thereafter from July 1 to July 31, to celebrate Disability Pride - Financing: No cost consideration to the City

BACKGROUND
On December 7, 2021, the City Council passed Ordinance No. 32070 creating the 15 member Commission on Disabilities (the "Commission"). The Commission's duties and responsibilities include advising and making recommendations to the mayor, city council, city manager, department directors, and the individual designated by the mayor to head the mayor's initiative on disabilities on issues pertaining to the full spectrum of needs, rights, and privileges of people with disabilities. The Commission is supported by the Office of Housing and Community Empowerment. This initiative follows a 2025 City Council proclamation and a renewed request for the flag-raising in the Commission's January 2026 annual report.
The Disability Pride Flag was originally designed in 2019 by Ann Magill, a writer and disability rights activist. The current design was formalized in 2021 with input from the disability community and is symbolized with five straight lines of color across a muted black background, each color representing a different type of disability:
* Red: physical disabilities
* Gold: neurodiversity
* White: invisible disabilities
* Blue: emotional and psychiatric disabilities
* Green: sensory disabilities
