BACKGROUND

This cooperative purchasing agreement will provide automation of the Emergency Rental Assistance Program and Housing Opportunities for Persons with AIDS Program, Claims Processing, and Reporting. The system offers increased accuracy, and a higher level of Quality Service for the client and vendor experience while providing Emergency Assistance for Rental Fees and Housing for people who qualify. This solution has been installed for over five years and supports the City's continuous commitment to provide these critical services to eligible patrons and vendors.

The Interlocal Purchasing System agreement is authorized by Chapter 791 of the Texas Government Code and Subchapter F, Chapter 271, Texas Local Government Code. Section 271.102 of the Texas Local Government Code which authorizes a local government to participate in a Cooperative Purchasing Program with another local government or a local cooperative organization.
