BACKGROUND
The proposed project segments were initially part of the Dallas Water Utilities Department (DWU) Contract 20-473/474 that the City Council awarded to Sisters Asphalt, Inc. (SAI) on September 9, 2021. SAI failed to complete the full scope of work under this contract and submitted a material price escalation claim. The claim was mediated and settled among all contractual parties, including the City of Dallas, SAI, and the surety Atlantic Specialty Insurance Company (ASI), and was approved by the City Council on April 10, 2024. Unfinished segments from the SAI contract were repackaged and advertised for construction bids under this new contract. Funds provided to the City of Dallas as part of the settlement are being used to fund a portion of the cost of this project.
