A public hearing to receive comments on an amendment and an ordinance amending Ordinance No. 26371, passed by the Dallas City Council on June 14, 2006, as amended by Ordinance No. 32885, passed by the Dallas City Council on September 25, 2024; (1) complying with federal directives; (2) providing a saving clause; (3) providing a severability clause; and (4) providing an effective date - Financing: No cost consideration to the City

BACKGROUND
Council Resolution No. 25-1081 directed the City Manager to review and evaluate the City programs and policies to determine whether any adjustments may be necessary for compliance with federal directives. That review identified several council-adopted plans, policies, and programs that require updates. The proposed ordinance and resolution introduce the changes needed to bring the City into alignment with the federal requirements.
Because Section 51A-1.108(d) requires the City to follow the zoning-amendment procedure when amending an area plan or any vision, policy, or programmatic plan within ForwardDallas 2.0, this item is being brought forward separately from the item approved on December 10, 2025.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
The City Council was briefed on the Federal Compliance review on August 6, 2025, October 1, 2025, and December 3, 2025.
On February 19, 2026, a public hearing was held at the City Plan Commission. The item was moved forward for City Council approval.
