BACKGROUND

 

On May 1, 2024, the Charter Review Commission presented its 30 recommendations to the City Council. Included in the recommendations was a change to the charter that would strike the election date from the charter so that the City Council would be able to vote to move elections from May to November if the Texas Legislature were to allow such a change. This proposed charter amendment appeared on November 5, 2024, ballot as Proposition D.

 

Proposition D was approved by Dallas voters. There were 233,048 votes in favor (65.29%) and 123,915 against (34.71%).

 

In January 2025, the City Council adopted the final version of its state legislative program for the 89th Texas Legislative Session. The program included the following language:

 

                     Amend local government election dates for municipal elections.

 

SB 1494 was approved by both chambers of the Texas Legislature and signed into law by the Governor on June 20, 2025. It allows for political subdivisions of the state to change their officer elections to November of odd-numbered years. Such a change must be instituted by December 31, 2025.
