BACKGROUND

TBAAL is a nonprofit corporation dedicated to preserving, promoting, perpetuating, fostering and cultivating the arts and letters of African Americans. TBAAL has leased the theatre complex at the Kay Bailey Hutchison Convention Center since 1999.

The purpose of this agreement is to designate facilities for TBAAL to establish and promote multi-disciple cultural and educational programs for the general public in accordance with their mission.

On February 9, 2022, the City Council approved to demolish the Convention Center and construct a new one. TBAAL was finalizing an agreement with Fair Park First (FPF) to lease the Women's Building, located at Fair Park, when the City terminated the FPF agreement on September 15, 2025.

This amendment will allow TBAAL to relocate to the Women's Building for four years. TBAAL will pay the City $60,000.00 in year one of the lease, and years two through four will pay $120,000.00 annually. The Office of Arts and Culture will provide all maintenance of the Women's Building as well as pay for all utilities.
