BACKGROUND

The existing pipelines and influent structures that convey wastewater flows to the Central Wastewater Treatment Plant (CWWTP) are reaching the end of their useful life and require replacement and rehabilitation. The influent pipelines were constructed in the 1950s and are experiencing deterioration and corrosion due to continuous exposure to wastewater flows. Pipe inspections also revealed large quantities of sediment, in some cases up to three feet. Structural and mechanical improvements are also necessary to rehabilitate aged equipment and flow control structures. Failure of these influent pipelines, structures, and equipment could lead to sanitary sewer overflows and permit violations and would greatly reduce the plant's capacity and require expensive emergency repairs.

This action will authorize a construction contract to replace and rehabilitate critical influent infrastructure and equipment at the CWWTP. The construction project consists of the cleaning and rehabilitation of 81-inch and 84-inch influent piping, structural and mechanical improvements of primary clarifiers C and D, installation of a new screen at the Influent Pump Station, rehabilitation of the Southerland and 5-Mile gate structures, and other miscellaneous improvements. Completion of the project will restore influent piping capacity and extend the useful service life of critical infrastructure.
