BACKGROUND
The City of Dallas owns and operates two wastewater treatment plants with a combined treatment capacity of 280 million gallons per day. Central Wastewater Treatment is the largest of the two plants, located just south of downtown. The Central Wastewater Treatment Plant currently has three peak flow basins that provide storage of raw wastewater entering the plant during high wet weather flows. Peak flow basins allow these high flows to be stored for brief periods and released at a steady rate to reduce the impact to the treatment process and reduce sanitary sewer overflows.
Dallas Water Utilities has identified the need to increase peak flow storage capacity and improve operational flexibility for the management of peak flow operations at the Central Wastewater Treatment Plant. This contract includes engineering services for the evaluation, design and construction of a new peak flow basin along with the rehabilitation of two existing basins and additional peak flow pumping improvements. The improvements will increase the total peak flow storage at the treatment plant by 176 million gallons for a total storage volume of 346 million gallons. The increased storage capacity will help minimize sanitary sewer overflows in the collection system and provide operational flexibility during high flow events, unpredictable equipment failures, and shutdowns required for maintenance activities throughout the plant. In addition, these improvements will allow the plant to meet increasing wet weather storage requirements as identified in the 2010 Wastewater Treatment Facilities Strategic Plan, extend the service life of existing peak flow storage facilities, and increase operational and maintenance flexibility for peak flow operations.
The consulting firm for this project was selected following a qualifications-based selection process in accordance with City of Dallas Administrative Directive 4-5 procurement guidelines.
