BACKGROUND

 

This contract will allow for the purchase and installation of four generators for the Fire-Rescue Department (DFR) at four station locations.

 

DFR fire stations are equipped with backup generators.  The station generators are used to run power at locations to ensure DFR personnel are able to continue to respond to emergencies in case of station power loss.  Due to end of life and unforeseen damages, two generators are no longer cost effective to maintain and two generators were damaged during recent storms.

 

The Texas Association of School Boards cooperative agreement is authorized by Chapter 791 of the Texas Government Code and Subchapter F, Chapter 271, Texas Local Government Code.  Section 271.102 of the Texas Local Government Code authorizes a local government to participate in a Cooperative Purchasing Program with another local government or a local cooperative organization.

 

On November 10, 2015, the City Council authorized a living wage policy that requires contractors to pay their employees a “living wage” rate as established annually by the Massachusetts Institute of Technology Living Wage Calculator for Dallas County by Resolution No. 15-2141.  The current calculated living wage during the solicitation process of this contract is $11.15; the selected vendor meets this requirement.

 

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

On March 28, 2018, City Council authorized a service contract for the purchase and installation of two generators and one automatic transfer switch for the Fire-Rescue Department with LJ Power, Inc. through the Texas Association of School Boards by Resolution No. 18-0446.
