Authorize the (1) acceptance of a Housing Opportunities for Persons with AIDS (HOPWA) Competitive Grant (Grant No. TX-H190007, CFDA No. 14.241) from the U.S. Department of Housing and Urban Development (HUD) in an amount not to exceed $746,853.00, to provide housing placement, rental assistance, and supportive services for ex-offenders on parole and living with HIV/AIDS for the period October 1, 2019 through September 30, 2022; (2) establishment of appropriations in an amount not to exceed $746,853.00 in the FY 19 HOPWA Competitive-Permanent Supportive Housing 19-22 Fund; (3) receipt and deposit of grant funds as reimbursement from HUD in an amount not to exceed $746,853.00 in the FY 19 HOPWA Competitive-Permanent Supportive Housing 19-22 Fund; and (4) execution of any and all agreements and other documents required by the grant - Not to exceed $746,853.00 - Financing: Competitive Housing Opportunities for Persons with AIDS Grant Funds

BACKGROUND
HUD administers the HOPWA Program to provide housing for persons with HIV/AIDS. The HOPWA Program includes both formula entitlement grants and competitive grants.
In 2006, the City of Dallas was awarded an FY 2006 HOPWA Competitive Grant from HUD in the amount of $721,000.00, to provide housing placement and rental assistance for ex-offenders with HIV/AIDS for the period January 1, 2007 through December 31, 2009. In 2009, the grant was renewed as a permanent supportive housing project at level funding for an additional three years through December 31, 2012. In 2012, the grant was renewed a second time with an increase in funding to $746,853.00 for an additional three years through December 31, 2015, which was subsequently extended to September 30, 2016.
On April 12, 2019, the Office of Community Care submitted a renewal grant application for FY 2019 HOPWA Competitive Grant funds to continue the project through September 30, 2022, at level funding. Increased funding was not available in the competition.
Under this grant, the City will pay housing placement costs for new clients and ongoing monthly rental assistance for a total of 35 ex-offenders living with HIV/AIDS. The grant will continue to fund one full-time housing case manager located at the Martin Luther King, Jr. Community Center through the Office of Community Care Fresh Start Housing Program. There are no matching requirements for the grant.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On August 9, 2006, City Council authorized acceptance of a Competitive Housing Opportunities for Persons with AIDS grant (Grant No. TX-H060016) from HUD to provide housing placement and rental assistance for ex-offenders with HIV/AIDS for the period January 1, 2007 through December 31, 2009, by Resolution No. 06-2027.
On September 23, 2009, City Council authorized acceptance of a grant (Grant No. TX-H090024) from HUD to provide housing placement and rental assistance for ex-offenders with HIV/AIDS for the period January 1, 2010 through December 31, 2012, by Resolution No. 09-2300.
On May 9, 2012, City Council authorized acceptance of a grant (Grant No. TX-H120026) from HUD to provide housing placement and rental assistance for ex-offender with HIV/AIDS for the period January 1, 2013 through December 31, 2015, by Resolution No. 12-1258.
On June 17, 2015, City Council authorized an amendment to extend the term of the Housing Opportunities for Persons with AIDS competitive grant agreement (Grant No. TX-H120026), providing housing placement and rental assistance for ex-offenders living with HIV/SIDS, for nine months from the original term ending on December 31, 2015 to September 30, 2016, with no change in the grant amount by Resolution No. 15-1149.
On August 24, 2016, City Council authorized acceptance of a grant (Grant No. TX-H160005, CFDA No. 14-241) from HUD to provide housing placement, rental assistance, and supportive services for ex-offenders on parole with HIV/AIDS for the period October 1, 2016 through September 30, 2019, by Resolution No. 16-1327.
City Council will be briefed by memorandum regarding this matter on August 30, 2019.
