BACKGROUND
On June 21, 2019, three bids were received for the abatement of asbestos containing materials, mold and lead based paint at the Hall of State. Horsley Specialties, Inc. was selected as the lowest responsible bidder for the Base Bid and Alternate Nos. 1 and 2, in an amount not to exceed $365,473.00.
The scope of work includes the removal of asbestos containing materials, visible mold growth and lead based paint.
Horsley Specialties, Inc. has had no contractual activities with the City of Dallas in the past three years.

Begin Construction November 2019
Complete Construction January 2020

On August 15, 2019, the Park and Recreation Board authorized a construction contract with Horsley Specialties, Inc. for the abatement of asbestos containing materials, mold and lead-based paint at the Hall of State located at 3939 Grand Avenue in Fair Park.
