BACKGROUND

 

This action will authorize a Project Specific Agreement (PSA) with Dallas County to establish the terms for the design, specifications, and estimates to provide for the preliminary feasibility study, preliminary engineering, specifications, and construction cost estimates for the initial approximately 0.75 mile of the planned Kleberg Trail located within the Dallas Area Rapid Transit (DART) abandoned railroad right-of-way. The project scope is from the DART Buckner Station to Crawford Memorial Park at Bridges Street with a connection into the Crawford Memorial Park loop trail system. The design of this project is to be funded equally by Dallas County and the City for a total cost of $500,000.00. The City will be designated as the lead agency for the project. The City will undertake design after selecting a consultant through the City’s procurement process at which time, upon approval by separate action, funds for the project will be encumbered. After completion of the project design, and an opinion of probable cost is developed, the City and Dallas County will amend the PSA for the construction phase of the project. Note: use of the DART right-of-way for the Kleberg Trail will be by separate agreement with DART by execution of a trail easement, at no cost to the City, as provided by Supplemental Agreement No. 10, authorized on November 23, 2015.

 

 

 

The Kleberg Trail, when completed, will total 5.75 miles extending southeast to the City’s southeast border with the City of Seagoville as identified in the Dallas Trail Network Master Plan. This segment of the Kleberg Trail will provide access to major public transportation, employment, residential areas, and a community park. Upon build out of the Dallas trail system, the Kleberg Trail will connect to the Prairie Creek Trail and, by extension to, the Trinity Forest, Levee, and Skyline Trails, White Rock Creek Trail, Katy Trail, Northaven Trail, etc. providing a vital link to and from southeast Dallas, an area of the City which currently contains fewer parkland opportunities than adjacent areas.

 

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

On August 15, 2019, the Park and Recreation Board authorized a Project Specific Agreement with Dallas County, County Transportation Major Capital Improvement Projects 10230, for trail design of Phase 1 of the Kleberg Trail.

 

FISCAL INFORMATION

 

A future consultant contract award will utilize 2017 Bond Funds for the 50/50 match to the Dallas County’s funds.

 

This action has no cost consideration to the City. Future estimated costs for operation and maintenance is $12,196.00 beginning in Fiscal Year 2021-22.
