BACKGROUND

During FY 2018-19, the City Manager's Office reviewed the names of the Department of Communication and Information Services and the Office of Cultural Affairs and determined the names did not accurately reflect the primary functions of the departments. The name change to the Department of Information and Technology Services would clearly indicate the primary function of the department is information technology (IT). The use of Communication in a name is more commonly associated with public relations services and most common department names for IT services include the name technology. Additionally, the Dallas Cultural Plan 2018, unanimously adopted by the City Council on November 28, 2018, identifies actionable steps to strengthen and improve access to the City's tremendous artistic and cultural assets. Companion legislation adopted along with the Cultural Plan, in part, changed the name of the Cultural Affairs Commission to the Arts and Culture Advisory Commission. This action will align the Office of Arts and Culture with the Commission's new name and more effectively communicate each entity's role to the residents of Dallas, a priority identified in the Cultural Plan.
