BACKGROUND

 

In June 2006, Dallas Water Utilities initiated a two-part study to investigate water quality concerns and provide recommendations to improve water quality and stability.  The study and requisite testing confirmed that the treated water chemically changes as it moves through the distribution system.  The resulting Water Quality Report recommended the implementation of enhanced organic removal at all three water treatment plants including enhanced coagulation and biological filtration.

 

Black & Veatch Corporation was selected based on qualifications to perform engineering and design services at the East Side Water Treatment Plant in the implementation of recommended water quality improvements.  The initial professional services contract was authorized by City Council on June 23, 2010 and was anticipated to be supplemented as work progresses to ensure a targeted approach.  Four previous supplemental agreements have been executed on this contract with the most recent on May 25, 2016.  This action includes design and bid services for the first phase of residuals handling improvements at the East Side Water Treatment Plant.  Included in these residuals handling improvements is the design of additional residuals lagoons, infrastructure to accommodate removal of residuals in the existing lagoons that are approaching ultimate capacity, and a residuals blowdown pumping station.  Future projects will be required to complete the remaining residuals handling improvements which include dewatering facilities, filter-to-waste and filter backwash pumping stations, and modifications to the existing lagoons to accommodate higher quality filter residuals.  The ultimate improvements will allow for flexibility in handling of residual solids and divides the higher quality waste streams for diversion of decant back to the treatment system, reducing raw water use.

 

 

Additional construction phase services for the ongoing flocculation and sedimentation basins and Biological Filtration Optimization improvements project are also included in this action.  It is anticipated that one additional supplemental agreement will be necessary for the design of the remaining residuals handling program and about 36 months of construction phase services for the residuals handling projects designed as part of this action.

 

The estimated total construction cost for the improvements associated with this supplemental agreement is $18,000,000.00.

On June 23, 2010, City Council authorized a professional services contract with Black & Veatch Corporation to provide engineering services for the East Side Water Treatment Plant water quality improvements by Resolution No. 10-1639.

 

On June 22, 2011, City Council authorized Supplemental Agreement No. 1 to the professional services contract with Black & Veatch Corporation for additional engineering design services for the East Side Water Treatment Plant water quality improvements by Resolution No. 11-1737.

 

On October 24, 2012, City Council authorized Supplemental Agreement No. 2 to the professional services contract with Black & Veatch Corporation for additional engineering design, bid phase, and construction phase services for water quality improvements at the East Side Water Treatment Plant by Resolution No. 12-2673.

 

On September 10, 2014, City Council authorized Supplemental Agreement No. 3 to the professional services contract with Black & Veatch Corporation for additional engineering design, bid phase, and construction phase services for water quality improvements at the East Side Water Treatment Plant by Resolution No. 14-1486.

 

On May 25, 2016, City Council authorized Supplemental Agreement No. 4 to the professional services contract with Black & Veatch Corporation to provide additional construction phase services for water quality improvements at the East Side Water Treatment Plant by Resolution No. 16-0829.
