BACKGROUND

 

This action will authorize a construction contract for the emergency restoration of an earthen slope failure at the East Side Water Treatment Plant.  The slope failure is adjacent to the existing lagoons that store residuals removed during the water treatment process.  It is critical to repair the embankment before further deterioration occurs that could impact the integrity of the lagoons and restrict the water treatment process.  In accordance with Administrative Directive 4-5, an emergency procurement was conducted for the urgent need to preserve City property and public safety.

 

The East Side Water Treatment Plant, located in Sunnyvale, Texas, is the largest of three water treatment plants serving customers of the City of Dallas.  Water treatment plants remove solids from the source water through the addition of coagulants, sedimentation, and filtration.  The removed solids are referred to as water treatment residuals and are stored in lagoons for thickening and dewatering prior to permanent disposal off-site.  At the East Side Water Treatment Plant, the residuals are stored in elevated lagoons which were constructed and placed in service in 1992.  The 2019 spring rain events have distressed the north embankment leading to a partial slope failure which must be addressed.  The lagoon system is a critical part of the treatment system and future rain events could result in continued erosion of the slope, resulting in the loss of full or partial capacity of the East Side Water Treatment Plant as well as damage to other facilities.

 

The slope repair work will include rebuilding the eroded area, construction of a rock buttress to provide resistance to further sliding and placement of a pipeline at the base of the embankment to direct stormwater drainage from the west to the east at the toe of the embankment.  This work will effectively retain the slope while allowing groundwater to drain from the area, keeping the lagoons in service.
