BACKGROUND

 

This service contract will allow for the administration of a teen pregnancy prevention/youth development program.  Teen birth rates in Dallas are above the national average. Teen pregnancy contributes to:

                     Increased child poverty rates

                     Financial burdens for the teen

                     Increased risk for negative health outcomes

                     Challenges to educational attainment

 

A total of $300,000.00 was allocated by City Council to be distributed to nonprofit agencies to provide prevention and intervention services for youth ages 20 and younger who live in zip codes with the highest rates of teen births and/or show evidence of academic underperformance, negative behaviors, and dropping out of school. Of the $300,000.00, $250,000.00 was allocated to youth development programming. The remaining $50,000.00 was allocated to pregnancy prevention outreach.

 

Programs sought were programs that impact teen pregnancy by supporting teens to achieve their fullest potential.  The U.S. Department of Health & Human Services Office of Adolescent Health (which merged with Office of Population Affairs in June 2019) has demonstrated that a positive youth development approach can support positive outcomes in teen pregnancy and reproductive health programming. Youth development programming addresses specific risk factors and/or protective factors that directly impact teen pregnancy. Proposers were highly encouraged to include a program logic model in their submission. All applicants were asked to demonstrate how they integrate evaluation into all aspects of the program to comply with all local, state and federal requirements, and to obtain the consent of parents or legal guardians in accordance with local, state and federal laws.

A five-member committee from the following departments reviewed and evaluated the proposals:

The committee selected the successful respondent on the basis of demonstrated competence and qualifications under the following criteria:

As part of the solicitation process and in an effort to increase competition, Office of Procurement Services used its procurement system to send out 28 email bid notifications to vendors registered under respective commodities.

 

Of the five proposers, After-School All-Stars and JUST SAY YES! - YOUTH EQUIPPED TO SUCCEED were chosen to be awarded one-year service contracts for teen pregnancy prevention/youth development programs.

City Council was briefed by memorandum regarding this matter on September 13, 2019.

The Office of Procurement Services received the following proposals from solicitation number BR19-00010712. Two proposals were for Youth Development programming and two proposals were for Pregnancy Prevention Outreach. One submission was deemed non-responsive. The proposals were open on July 12, 2019.
