BACKGROUND

 

This cooperative purchasing agreement will allow for the purchase and installation of a tensioned fabric cover to be utilized over the bulk material bins at the southeast maintenance facility for the Department Public Works.

 

This project will add additional coverage to existing material storage bins at the Southeast Service Center. Currently there are two covered bins and this project will cover three additional bins. The covers keep material in the bulk storage bins dry during inclement weather.  Material stored in the bins will vary by season and workload and may include topsoil, cement, asphalt, and other construction and maintenance materials that are used by the Department of Public Works to repair and maintain streets and alleys throughout the City.  Dry materials will allow the City to minimize downtime after rain events, before street and alley maintenance activities can resume.  The bins also house sand and the de-icing material utilized during winter snow and ice events to treat roads and bridges.

 

On November 10, 2015, the City Council authorized a living wage policy that requires contractors to pay their employees a “living wage” rate as established annually by the Massachusetts Institute of Technology Living Wage Calculator for Dallas County by Resolution No. 15-2141.  The current calculated living wage during the solicitation process of this contract is $11.15; the selected vendor meets this requirement.

 

 

 

The Texas Association of School Boards cooperative agreement is authorized by Chapter 791 of the Texas Government Code and Subchapter F, Chapter 271, Texas Local Government Code.  Section 271.102 of the Texas Local Government Code authorizes a local government to participate in a Cooperative Purchasing Program with another local government or a local cooperative organization.
