Authorize a six-month service price agreement for citywide tree removal and emergency storm response activation services for the Department of Sanitation Services with Shawnee Mission Tree Service, Inc. dba Arbor Masters Tree Service through an interlocal agreement with the City of Fort Worth - Estimated amount of $587,500 - Financing: Sanitation Operation Fund

BACKGROUND
This action does not encumber funds; the purpose of a service price agreement is to establish firm pricing for services, for a specific term, which are ordered on an as needed basis according to annual budgetary appropriations. The estimated amount is intended as guidance rather than a cap on spending under the agreement, so that actual need combined with the amount budgeted will determine the amount spent under this agreement.
This six-month service contract will provide for citywide tree removal and emergency storm response activation services. These services are especially important when responding to unexpected events such as storms. Due to the amount of private contract resources needed to respond to the June 9, 2019 storm, the City of Dallas utilized most of the available funds from a price agreement that provided for emergency response and collection services. The City of Fort Worth has an agreement similar to the Dallas price agreement and using an interlocal agreement will provide a needed contingency to contract for services until a new City of Dallas price agreement is established.
On November 10, 2015, the City Council authorized a living wage policy that requires contractors to pay their employees a “living wage” rate as established annually by the Massachusetts Institute of Technology Living Wage Calculator for Dallas County by Resolution No. 15-2141. The current calculated living wage during the solicitation process of this contract is $11.15; the selected vendor meets this requirement.
The City of Fort Worth interlocal agreement is authorized by Chapter 791 of the Texas Government Code and Subchapter F, Chapter 271, Texas Local Government Code. Section 271.102 of the Texas Local Government Code authorizes a local government to participate in a Cooperative Purchasing Program with another local government or a local cooperative organization.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On August 28, 2013, City Council authorized a two-year service contract for tree planting, tree removal and stump grinding with Shawnee Mission Tree Service, Inc. dba Arbor Masters Tree Service, Jose F. Cantu, Jr. and Clarence T. Crews dba Crews Service Company by Resolution No. 13-1414.
On August 14, 2019, City Council authorized Supplemental Agreement No. 4 to increase the service contract with Shawnee Mission Tree Service, Inc. dba Arbor Masters Tree Service and Clarence T. Crews dba Crews Service Company by Resolution No. 19-1129.
