BACKGROUND
On April 30, 2019, the City Manager received a memorandum signed by three Councilmembers to consider an application for a Street Name change from Olive Street, between North Field Street and Victory Avenue, to “Nowitzki Way”.
Wichita Street between Cedar Springs Road and Victory Avenue was changed to Olive Street on April 13, 2005 and became effective on June 12, 2005 by Street Name Change File NC045-003 and is now part of the current application.
On May 21, 2019, notification signs were put up on Olive Street between North Field Street and Victory Avenue in accordance with Section 51A-9.503(b) of the Dallas Development Code to change the street name to “Nowitzki Way”.
On May 21, 2019, notices for Subdivision Review Committee were sent to 153 property owners notifying them of the proposed street name change. The Subdivision Review Committee by unanimous vote recommended approval of the Street Name Change on June 6, 2019.
On June 28, 2019, notices for the City Plan Commission Hearing were sent to 153 property owners notifying them of the proposed street name change. The newspaper notice was published on July 1, 2019. The City Plan Commission by unanimous vote recommended approval of the Street Name Change on August 1, 2019.
WAIVERS: The following provisions require a ¾ favorable vote of the City Council to waive the requirement.
Section 51A-9.304(b)(1) states “Except as provided in Paragraph (2) a roadway must have only one name.” This request will create a separate name, “Nowitzki Way” for a portion of this street that is presently named “Olive Street”.
Section 51A-9.304(c)(2) states “A street name commemorating a person, or a historic site or area is prohibited until at least two years after the death of the person to be honored or the occurrence of the event to be commemorated.” staff notes the following:
The change of Olive Street, between North Field Street and Victory Avenue to “Nowitzki Way” does not comply with this provision as he is not deceased.
Historic street name is defined as a street name that commemorates:
“(A) a person who significantly contributed to the cultural, economic, social, religious, or political heritage of the city; (B) a site or area where there occurred historic events which significantly contributed to the cultural, economic, social, religious, or political heritage of the city; or the occurrence of the event to be commemorated.”
See the City Council memorandum to the City Manager outlining the many achievements Mr. Nowitzki has accomplished that projects a positive image for the City of Dallas.
If approved this change will require an amendment to the Thoroughfare Plan to change the name of Olive Street between North Field Street and Victory Avenue, to “Nowitzki Way”.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On June 6, 2019, the Subdivision Review Committee by unanimous vote recommended approval of the Street Name Change.
On August 1, 2019, the City Plan Commission by unanimous vote recommended approval of the Street Name Change.
FISCAL INFORMATION
This action has no cost consideration to the City. Potential future cost to the City is estimated at $2,695.10; new street blades to be prepared and paid for by the City.
