BACKGROUND

 

Dallas Love Field is a Title 14 Code of Federal Regulations Part 139 airport and therefore must meet the Federal Aviation Administration (FAA) standards in several areas including pavement maintenance and evaluation.  The FAA requires a regular pavement management program be in place for all Part 139 airports.  The pavement management program includes a process for evaluating the existing pavement and projecting the useful life of the pavement based upon FAA and industry standards.

 

The project scope includes evaluation of the existing pavement management program, existing airfield pavement, maintenance records and additional visual and geotechnical surveys to provide repair and/or replacement cost and maintenance recommendations.

 

This action will authorize an engineering services contract with Applied Pavement Technology, Inc. to provide engineering services for the Airfield Pavement Evaluation Program at Dallas Love Field.

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

On May 23, 2018, City Council authorized the application for and acceptance of two grants from the U.S. Department of Transportation, FAA for the federal share of the eligible capital improvement projects for the Airport Improvement Program at Dallas Love Field for three projects: Airfield Pavement Evaluation 2018 Project (Grant No. 3-48-0062-054-2018, CFDA No. 20.106) and Rehabilitation of Taxiway B Phase II (Runway 13L to Runway 18-36) Construction Project and Reconstruction of Runway 13R to 31L Design Project (Grant No. 3-48-0062-055-2018, CFDA No. 20.106); and execution of the grant agreements by Resolution No. 18-0734.

 

On November 28, 2018, City Council authorized an amendment to Resolution No. 18-0734, previously approved on May 23, 2018, for the acceptance of three grants from the U.S. Department of Transportation, FAA for the federal share of the eligible capital improvement projects for the Airport Improvement Program at Dallas Love Field for three projects: Airfield Pavement Evaluation 2018 Project (Grant No. 3-48-0062-056-2018, CFDA No. 20.106, Rehabilitation of Taxiway B Phase II (Runway 13L to Runway 18-36) Construction Project (Grant No. 3-48-0062-054-2018, CFDA No. 20.106), and Reconstruction of Runway 13R to 31L Design Project (Grant No. 3-48-0062-055-2018, CFDA No. 20.106; and execution of the grant agreements and all terms, conditions, and documents required by the grant agreements by Resolution No. 18-0734.
