BACKGROUND

 

This action does not encumber funds; the purpose of a service price agreement is to establish firm pricing for services, for a specific term, which are ordered on an as needed basis according to annual budgetary appropriations.  The estimated amount is intended as guidance rather than a cap on spending under the agreement, so that actual need combined with the amount budgeted will determine the amount spent under this agreement.

 

This service price agreement will allow for veterinary services for the Police Department’s canine and equine units and the Fire-Rescue Department’s canine unit.  These services are vital in providing emergency care and providing health care to maintain the animals' health.

 

The police dogs of the Police Department’s Canine Squad are a specialized European breed which require the veterinarian to be specialized in the care of European working dogs.  The services are provided for 22 police dogs for divisions within the Dallas Police Department including:

 

                     Tactical Services

                     The Special Weapons and Tactics Unit

                     Narcotics at Love Field and Dallas/Fort Worth Airport Task Forces

                     Federal Aviation Administration Bomb Dog Program

 

 

 

The Fire-Rescue Department maintains up to 10 canines in two areas of operation:  Dallas Regional Urban Search and Rescue Team and in Arson and Fire Investigations.  The services are provided for up to eight search and rescue dogs of Dallas Regional Urban Search and Rescue Team, which are highly trained in the detection of human scent and are vital to the successful rescue of victims during a disaster.  The Arson and Fire Investigations canine is an accelerant detection dog specially trained to detect minute traces of accelerants used to set fire.  Medical care is paramount to ensure these vital resources are available to respond with Dallas Regional Urban Search and Rescue Team to local emergencies and State-deployed disasters and fire and arson investigations.

 

Additionally, these services provide veterinarian service for the Police Department’s Mounted Squad of 11 horses stabled at Fair Park.  In addition to being a tremendous public relations asset, the horses are used for crowd control, patrol, and various other tactical needs.  The Mounted Squad also provides visibility and a high-profile presence in neighborhoods, resulting in a reduction in crime.  As a result of the functions of the horses, veterinary services must be available 24 hours, 7 days a week.

 

A six-member committee from the following departments reviewed and evaluated the qualifications:

The committee selected the successful respondent on the basis of demonstrated competence and qualifications under the following criteria:

As part of the solicitation process and in an effort to increase competition, the Office of Procurement Services used its procurement system to send out email notifications to vendors registered under relevant commodity codes.  To further increase competition, the Office of Procurement Services uses historical solicitation information, the Internet, and vendor contact information obtained from user departments to contact additional vendors.  Additionally, in an effort to secure more competition, the Office of Business Diversity sent notifications to chambers of commerce and advocacy groups to ensure maximum vendor outreach.

 

On November 10, 2015, the City Council authorized a living wage policy that requires contractors to pay their employees a “living wage” rate as established annually by the Massachusetts Institute of Technology Living Wage Calculator for Dallas County by Resolution No. 15-2141.  The current calculated living wage during the solicitation process of this contract is $11.15; the selected vendors meet this requirement.

On June 17, 2015, City Council authorized a thirty-six-month service contract for veterinary services for Dallas Police canine and equine units and Fire-Rescue canine unit by Resolution No. 15-1229.
