BACKGROUND

 

The City of Dallas was awarded a grant of $5.9 million from the 2015 Highway Safety Improvement Program (HSIP) administered by Texas Department of Transportation (TxDOT) to upgrade 21 high accident intersections. In 2016 the total grant award was $8 million for 25 locations and in 2017, the City of Dallas was awarded $8.27 million, for an additional 25 locations. Upgrades will include removal of existing traffic signals and replacing them with new traffic signals; pedestrian and Americans with Disabilities Act related improvements; and other related construction.

 

On September 26, 2018, City Council authorized the City Manager to sign a Local Project Advanced Funding Agreement (LPAFA) with TxDOT to design, upgrade, and construct nine traffic signals and associated improvements at the following:

The traffic signals will be constructed over three years. The design commenced in Fiscal Year 2017 and the five traffic signals were let by TxDOT on June 5, 2019.

 

The City is responsible for design of the traffic signals, certain administrative fees, and any change orders or bid overruns. TxDOT is responsible for bidding the construction package, 100 percent construction costs for TxDOT on-system intersections up to the estimated construction costs noted in the LPAFA, construction engineering and project administration.

 

Due to large increases in material costs, primarily in traffic signal poles and concrete since the construction estimates were prepared in 2016, the lowest bid came in above the projected estimates by $117,589.95.
