Title
Authorize (1) rescinding the five-year master agreement with Traffic Parts, Inc., previously approved on June 26, 2019, by Resolution No. 19-1027, for traffic signal parts and equipment for the Department of Transportation; and (2) a five-year master agreement for traffic signal parts and equipment for the Department of Transportation - Paradigm Traffic Systems, Inc., lowest responsible bidder of six - Estimated amount of $273,480 - Financing: General Fund

BACKGROUND
This action does not encumber funds; the purpose of a master agreement is to establish firm pricing for goods, for a specific term, which are ordered on an as needed basis according to annual budgetary appropriations. The estimated amount is intended as guidance rather than a cap on spending under the agreement, so that actual need combined with the amount budgeted will determine the amount spent under this agreement.
This master agreement will continue to allow for the purchase of traffic signal parts and equipment such as traffic signal heads, pedestrian signal heads, and related hardware and supplies for the Department of Transportation. These parts and equipment will be used in the construction of new traffic intersections and to upgrade or repair existing intersections. Light emitting diodes will be used on traffic signal heads, for special pedestrian lighting, and for lane designation signs where needed.
The City is rescinding the award of the master agreement with Traffic Parts, Inc. authorized on June 26, 2019, by Resolution No. 19-1027, for failure to submit a fully responsive bid as required by the bid specifications. The master agreement shall be awarded to Paradigm Traffic Systems, Inc., the lowest responsive bidder for these goods.
As part of the solicitation process and in an effort to increase competition, the Office of Procurement Services used its procurement system to send out email notifications to vendors registered under relevant commodity codes. To further increase competition, the Office of Procurement Services uses historical solicitation information, the Internet, and vendor contact information obtained from user departments to contact additional vendors. Additionally, in an effort to secure more competition, the Office of Business Diversity sent notifications to chambers of commerce and advocacy groups to ensure maximum vendor outreach.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On June 26, 2019, City Council authorized a five-year master agreement for traffic signal parts and equipment with Mobotrex, Inc., Paradigm Traffic Systems, Inc., Consolidated Traffic Controls, Inc., Traffic Parts, Inc., and Dynamic Vision Co., Inc. by Resolution 19-1027.
