BACKGROUND

 

Schindler Elevator Corporation is recommended for award of this construction contract as the ‘Best Value’ Proposer following an evaluation process of the two Request for Competitive Sealed Proposals (RFCSP) received to provide construction services for the public elevator modernization at J. Erik Jonsson Central Library.

 

This action will authorize construction services for the modernization of the public elevators at the J. Erik Jonsson Central Library - which consists of four passenger elevators. The scope of work includes upgrades to improve door operation, its controllers, and the associated equipment and accessories to meet safety code standards. These upgrades will improve the elevator’s operation, functionality, response times, and minimize the associated repair costs of maintaining outdated systems. In addition, the upgrades installations will consist of non-proprietary equipment and software that can be serviced and maintained by the City’s service agreement elevator service vendor after the warranty period.

PROCUREMENT INFORMATION

 

A RFCSP was publicly advertised on July 10, 2019, for submittals by qualified contractors for evaluation by a selection committee comprised of City staff familiar with design and construction of City facilities. Two competitive sealed proposals were received on August 9, 2019. Following an independent review and ranking for each proposal by the selection committee, their final ranking of the proposals resulted in a recommendation of Schindler Elevator Corporation being the Best Value Proposal for this contract.

 

The submitted proposals were evaluated and ranked according to criteria published in the project specifications. The Evaluation Criteria categories with respective weighting factors were as follows:
