BACKGROUND

 

Since February 2003, the City has entered into a series of grant agreements with the World Affairs Council of Dallas/Fort Worth to provide professional support related to the operations of the City’s International Protocol Services. The World Affairs Council of Dallas/Fort Worth’s responsibilities during the amendment term will include the below, and World Affairs Council of Dallas Fort Worth will provide quarterly reporting on its performance measures. A full scope of work is attached to the resolution as Exhibit A:

 

                     Work with the Mayor to develop a strategic international engagement plan with the diplomatic corps, and other global organizations and international stakeholders.

 

                     Assist in promoting the global identity for Dallas. This includes scheduling opportunities for the Mayor to deliver an international message and convening Consular Corps Summits.

 

                     Support the Office of Economic Development with certain international economic development conferences and events, including the International Economic Development Council annual conference to be held in Dallas in 2020, and SelectUSA and any associated local SelectDallas events to be held in 2020.  This includes maintaining office space in the Office of Economic Development’s office space on the fifth floor of City Hall.

 

 

                     Leverage relationships with Dallas businesses, regional and foreign partners to heighten awareness of Dallas as a global destination.  Specific items may include hosting emerging and established global leaders to experience Dallas, partnering with the State Department and foreign governments to bring cultural and business events to the region, and providing international learning opportunities for students and teachers.

 

                     Manage the Sister Cities International (SCI) Program.

 

                     Provide protocol and logistical support for international delegations visiting Dallas, including serving as the point of contact for diplomatic matters with the Consular Corps, the Office of the Texas Secretary of State, and the U.S. Department of State.

 

                     Develop fundraising initiatives to support activities as described in previous tasks above.

 

During the past year, major accomplishments by the World Affairs Council included the following:

 

                     Provided protocol and logistical support to host 29 international delegations, including the Prime Minister of Georgia, and the Ambassadors of Ireland, and the Republic of Slovakia.

 

                     Provided protocol and coordination support for Mayor Rawlings to attend the U20 Mayors Summit in Buenos Aires in October 2018 and the Trade Mission to Australia led by Mayor Rawlings in June 2019.

 

                     Provided volunteer support and protocol assistance for the Mayor and City Council Inauguration, the Veteran’s Day Parade activities, and the Mayor’s Creative Conversation during Arts Week.

 

                     Hosted 39 State Department international visitor delegations from 109 different countries, including the Young Leaders of the Americas Initiative Fellows that were hosted by entrepreneurs throughout the city for the month of October 2018.

 

                     Continue to serve as the Secretariat of the Consular Corps of DFW and assisted in the presentation of two new flags, Armenia and the Republic of Slovakia, for display in the Flag Room at City Hall.

 

For the past sixteen years, the World Affairs Council of Dallas/Fort Worth has received annual grants from the City to fund protocol services.

 

The contract will expire on September 30, 2020, with no remaining renewal options.

 

The renewal amount for FY 2019-20 is $220,000.00 from two funding sources: Public/Private Partnership ($170,000.00) and General Fund ($50,000.00).

 

 

 

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

On December 8, 2010, City Council authorized a nine-month Chapter 380 grant agreement with four one-year renewals for the period January 1, 2011 through September 30, 2011, by Resolution No. 10-3037.

 

On September 14, 2011, City Council authorized the first of four twelve-month renewal terms to the grant agreement for the period October 1, 2011 through September 30, 2012, by Resolution No. 11-2425.

 

On September 16, 2012, City Council authorized the second of four twelve-month renewal terms to the grant agreement for the period October 1, 2012 through September 30, 2013, by Resolution No.12-2286.

 

On September 25, 2013, City Council authorized the third of four twelve-month renewal terms to the grant agreement for the period October 1, 2013 through September 30, 2014, by Resolution No. 13-1708.

 

On September 24, 2014, City Council authorized the fourth of four twelve-month renewal terms to the grant agreement for the period October 1, 2014 through September 30, 2015, by Resolution No. 14-1630.

 

On September 22, 2015, City Council authorized the execution of a three-month extension to the grant agreement for the period October 1, 2015 through December 31, 2015, by Resolution No. 15-1797.

 

On January 13, 2016, City Council authorized a nine-month Chapter 380 grant agreement, with four one-year renewal options, for economic development and protocol services by Resolution No. 16-0133.

 

On September 28, 2016, City Council authorized the first of four twelve-month renewal terms to the grant agreement for the period October 1, 2016 through September 30, 2017, by Resolution No. 16-1592.

 

On September 27, 2017, City Council authorized the second of four twelve-month renewal terms to the grant agreement for the period of October 1, 2017 through September 30, 2018, by Resolution No. 17-1539.

 

On September 12, 2018, City Council authorized the third of four twelve-month renewal terms to the grant agreement for the period of October 1, 2017 through September 30, 2018, by Resolution No. 18-1260.
