Authorize (1) the establishment of appropriations in the amount of $960,000.00 in the Park Lane/Walnut Street Intersection Improvement Fund; (2) the receipt and deposit of funds from the Texas Department of Transportation in the amount of $960,000.00 in the Park Lane/Walnut Street Intersection Improvement Fund; (3) the disbursement of local project participation cost in the amount of $707,034.75 from the Street and Transportation Improvement Fund; and (4) a construction contract for intersection improvements at Walnut Street and Greenville Avenue, Abrams Road, and Richland College (Richland East Drive) and on Park Lane at U.S. Highway 75 - Mels Electric, L.P., second lowest responsible bidder of three in the amount of $1,667,034.75 - Financing: Texas Department of Transportation Grant Funds ($960,000.00) and Street and Transportation Improvement Fund (2006 Bond Funds) ($707,034.75)

BACKGROUND
This project is a partnership between the City of Dallas and the Texas Department of Transportation (TxDOT). The City is the lead agency responsible for administering design and construction of the project. The intersection improvements will include new traffic signals with radar detection, crosswalks, pedestrian push buttons, and ramps that comply with the Americans with Disabilities Act.
Per the Local Project Advance Funding Agreement (LPAFA), TxDOT is responsible for providing federal funds for 80% of eligible construction costs up to a maximum of $960,000.00 while the City is responsible for the remaining 20% local match, in addition to cost overruns.
On December 28, 2018, three bids were received for the construction of intersection improvements at Walnut Street and Greenville Avenue, Abrams Road, and Richland College (Richland East Drive) and on Park Lane at U.S. Highway 75. The lowest responsible bidder withdrew their bid proposal on July 3, 2019. This action will authorize a construction contract with Mels Electric, L.P., the second lowest responsible bidder of three, for the construction of the intersection improvements.
Mels Electric, L.P. has had no contractual activities with the City of Dallas for the past three years.

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On April 11, 2018, City Council authorized a LPAFA with TxDOT (CSJ 0918-47-243, CFDA No, 20.205) for design and construction of the intersection improvements at Walnut Street and Greenville Avenue, Abrams Road, and Richland College (Richland East Drive) and on Park Lane at U.S. Highway 75 and payment to TxDOT for the City’s share of design and construction-related engineering review costs by Resolution No. 18-0524.
On January 23, 2019, City Council authorized an amendment to Resolution No. 18-0524, previously approved on April 11, 2018 for a LPAFA with TxDOT (CSJ 0918-47-243, CFDA No, 20.205) for the design and construction of the intersection improvements at Walnut Street and Greenville Avenue, Abrams Road, and Richland College (Richland East Drive) and Park Lane at U.S. Highway 75 to delete any reference to the term "not to exceed"; and include a term that the City of Dallas is responsible for any project cost overruns in excess of the Federal and State funding participation as described in the agreement by Resolution No. 19-0173.
