BACKGROUND
The City of Dallas owns and operates two wastewater treatment plants with a combined capacity of 280 million gallons per day. The Southside Wastewater Treatment Plant (SWWTP) is located in southeast Dallas and is permitted to treat an average annual flow of 110 million gallons of wastewater per day. Certain electrical infrastructure at the plant has reached the end of its service life, and the influent screening facility is not operating efficiently, resulting in increased operation and maintenance costs.
This action will authorize a professional services contract with Gupta and Associates, Inc. for engineering services associated with electrical improvements and the replacement of influent bar screens at SWWTP. The engineering work includes the evaluation of various alternatives and preparation of a design report, the preparation of detailed design and construction documents, and construction phase services including construction administration and start-up. The design work includes the replacement of several load center stations, motor control centers, and associated 15 kV cables and conduits. It also includes the installation of variable frequency drives on several pumps around the plant, as well as the replacement of all six bar screens at Influent Pump Station C to improve efficiency and reliability. These targeted improvements will replace aging infrastructure and reduce electrical costs through the use of newer, more efficient technology.
The consulting firm for this project was selected following a qualifications-based selection process in accordance with City of Dallas Administrative Directive 4-5 procurement guidelines.
