BACKGROUND

 

In May 2017, the City of Dallas released a Request for Qualifications (RFQ) for engineering services for traffic engineering and intelligent transportation systems services (BYZ1712 RFQ). The selection committee shortlisted vendor teams by category for the BYZ1712 RFQ Engineering Services of which the consulting firm, Freese and Nichols, Inc., was one of the selected vendors.

 

On March 27, 2019, City Council authorized an Agreement to Contribute Right-of-Way Funds between the City of Dallas and the Texas Department of Transportation (RCSJ 0009-02-071, CCSJ 0009-02-067) for the purpose of acquiring right-of-way and relocating or adjusting utilities at the intersection of Garland Road, Grand Avenue and Gaston Avenue (3G). As a result of the proposed improvements of the 3-G intersection, the city in coordination with the local neighborhoods wanted to identify and explore options for a pedestrian friendly corridor along Gaston Avenue downstream from the 3-G intersection. In response to this coordination effort, the City initiated the Gaston Avenue study process.

 

In May 2019, a Gaston Avenue specific questionnaire was developed and sent to all short-listed vendor teams from the BYZ1712 RFQ Engineering Services. A four-member committee reviewed and evaluated the responses and selected Freese and Nichols, Inc. for the study of the Gaston Avenue in accordance with the City of Dallas procurement guidelines.

 

 

 

 

This action will authorize a professional services contract with Freese and Nichols, Inc. for the performance of a corridor study along 3-G to Washington Avenue and to develop preliminary engineering concepts covering traffic calming measures. The study will evaluate the Gaston Avenue corridor for possible traffic calming and pedestrian/bicycle facilities improvements and effects upon traffic operations. The scope of work will include assessment of existing conditions, public engagements, evaluation of future traffic operations, identification of potential traffic calming and pedestrian facilities improvement measures, evaluation of potential impacts of traffic calming measures and develop a set of short term and long-term improvements for the corridor based on the study’s findings and stakeholders’ input.
