Authorize a three-year service contract for access to the Dallas Homeless Response System Analysis and Reporting System - Metro Dallas Homeless Alliance, sole source - Not to exceed $450,000 - Financing:  General Fund (subject to annual appropriations)

BACKGROUND

 

This service contract will allow the City access to the Dallas Homeless Response System (DHRS) Analysis and Reporting System administered by the Metro Dallas Homeless Alliance (MDHA).  MDHA has been exclusively selected by the U.S. Department of Housing and Urban Development (HUD) to collect, store, and make available homeless data, for Dallas and Collin counties, through the DHRS.  Additionally, MDHA brings together more than 85 shelters, housing, and supportive services programs in retooling homeless services into a crisis response system to address homelessness in the region.

 

The DHRS is an important asset in assisting agencies in sharing data with the Homeless Management Information System (HMIS) and allows the City to analyze progress and impact towards ending homelessness. The City will utilize and share the data captured in the DHRS with vendors, partners, elected officials and citizens to promote decision making and transparency.  DHRS analysis and reporting includes but is not limited to:

 

                     Monthly reports

                     Quarterly reports

                     Annual report

                     Assistance with HUD reports

                     One on-demand report

 

All reports will be provided in accordance with timelines specified by the City.

 

 

On November 10, 2015, the City Council authorized a living wage policy that requires contractors to pay their employees a “living wage” rate as established annually by the Massachusetts Institute of Technology Living Wage Calculator for Dallas County by Resolution No. 15-2141.  The current calculated living wage during the solicitation process of this contract is $11.71; the selected vendor meets this requirement.

 

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

On April 26, 2017, City Council authorized a Memorandum of Understanding with MDHA for continued participation in the local HMIS, effective April 1, 2017; a Subscription Services Agreement with Pieces Technology, Inc., for use of the Pieces Iris™ software solution being implemented by MDHA as the new HMIS, effective April 1, 2017; and execution of any and all documents required for participation in the HMIS by Resolution No. 17-0713.
