BACKGROUND

This item authorizes the conveyance of a preservation covenant to the State Historic Preservation Office for the purpose of assuring preservation of the Juanita Craft Civil Rights House and Memorial Garden located near the intersection of Atlanta Street and Warren Avenue. This covenant agreement will be used for historic preservation of the Juanita Craft Civil Rights House and Memorial Garden.

The National Park Service has made funding available to the City of Dallas under the African American Civil Rights Grant program to preserve sites and stories related to African American Civil Rights in the 20th century. The City was awarded $500,000.00 by way of a three-year Grant Agreement dated September 18, 2019 for the preservation and restoration of the Juanita Craft Civil Rights House and Memorial Garden. A requirement of the Grant Agreement requires City to execute a preservation covenant to run twenty-years from the end date of the Grant Agreement to assure preservation of the Juanita Craft Civil Rights House and Memorial Garden.
