Title
Authorize an increase in the construction services contract with Austin Filter Systems, Inc. for additional work associated with Erosion Control Improvements Package B for increased fill material, gabion baskets, and site restoration at various locations (list attached to the Agenda Information Sheet) - Not to exceed $319,164.85, from $6,326,831.45 to $6,645,996.30 - Financing: Flood Protection and Storm Drainage Facilities Fund (2012 General Obligation Bond Fund)

BACKGROUND
The 2012 Bond Program included funding for the design and construction of erosion control improvement projects throughout the city including the installation of gabion walls, retaining walls, gabion mattresses, and slope and channel improvements to protect structures and minimize creek bank erosion. On June 28, 2017, City Council authorized a construction contract with Austin Filter Systems, Inc., for the construction of Erosion Control Improvement Package B at various locations. On February 5, 2019, Administrative Action No. 19-0131 authorized Change Order No. 1 to the construction services contract with Austin Filter Systems, Inc. with a net decrease of $47,651.55. The net decrease was due to several bid items that were underrun on completed sites.
This action will authorize Change Order No. 2 to the construction services contract with Austin Filter Systems, Inc. for increased scope and modifications at the following sites: 6121, 6123, 6125, 6127, 6139 & 6141 Summer Creek Circle, 7832 & 7920 Royal Lane, 9233 Church Road, 8668 & 8656 Langdale Circle, 8109 Skillman Road, Harry Moss Park, and Anderson Bonner Park. During construction, various unforeseen conditions were encountered requiring additional work and modifications to the design. These field conditions led to an increased quantity of gabion baskets, borrow material for backfill, tree removal, rock rip-rap, and site restoration. In addition, this change order will increase the contract by 156 calendar days to accommodate the additional work.

On June 28, 2017, City Council authorized a construction contract with Austin Filter Systems, Inc. for the Erosion Control Improvements Package B for 18 erosion control improvement projects by Resolution No. 17-1072.
