BACKGROUND

 

This action will ratify an emergency construction services contract with Garland/DBS, Inc. for construction services for the emergency roof replacements at two City facilities that were heavily damaged during a storm that occurred in the Dallas area.

 

On October 20, 2019, the City of Dallas suffered significant storm damage from an EF3 tornado.  Extensive roof damage at Fire Station No. 35 and the Walnut Hill Recreation Center required an immediate response to prevent additional damage to the facilities and minimize the impact to City operations.

 

The roof at Fire Station No. 35 suffered significant damage and emergency temporary repairs were needed to protect the interior of the building, those patches were completed on October 23rd.

 

The Walnut Hill Recreation Center roof suffered severe damage leaving areas of the roof open with decking and roof insulation exposed.  It was determined that a temporary roof needed to be installed immediately to protect the interior of the building from heavy rain forecast for October 23rd and 24th.

 

On November 13, 2019, Administrative Action No. 19-7019 ratified a contract with Garland/DBS, Inc. for emergency roof repairs at Walnut Hill Recreation Center that were completed on October 24, 2019.

 

These roof replacements provide each facility with a new roof and a 30-year edge-to-edge warranty. 

 

 

Texas Local Government Code Section 252.022 (a)(2), exempts procurements to preserve the public health or safety of the municipality’s residents; and (a)(3) exempts procurements necessary because of unforeseen damage to public machinery, equipment, or other property.
