Authorize (1) an Advance Funding Agreement with the Texas Department of Transportation in the amount of $2,156,312.00 for a U.S. Department of Transportation - Federal Highway Administration 2017 Highway Safety Improvement Program Grant (Agreement No. CSJ 0916-06-033, etc., CFDA No. 20.205) in the amount of $1,679,028.00 as Federal participation and $292,133.00 as State participation to design, upgrade, and construct five traffic signals and associated on-system intersection improvements at: Harry Hines Boulevard at Willowbrook Road, Northwest Highway at Lombardy Lane/Technology Boulevard, Buckner Road at Northwest Highway, Scyene Road at Jim Miller Road, and Ledbetter Drive at Marsalis Avenue; and (2) a required local match in the amount of $74,651.00 to be issued as a warrant check for State construction costs and other State direct costs; and (3) an additional required local match identified for design of the traffic signals in the amount of $110,500.00, previously approved on June 14, 2017, by Resolution No. 17-0931 - Total amount $2,156,312.00 - Financing: Texas Department of Transportation Grant Funds ($1,971,161.00) and General Fund ($74,651.00)

BACKGROUND
The City of Dallas was awarded a grant of $11.38M from the 2018 Highway Safety Improvement Program (HSIP) administered by the Texas Department of Transportation (TxDOT) to upgrade 31 high accident intersections. Upgrades will include removal of existing traffic signals and replacing them with new traffic signals; pedestrian and Americans with Disabilities Act related improvements; and other related construction.
The City of Dallas is responsible for design of the traffic signals and certain administrative fees. TxDOT is responsible for bidding the construction package, 100% construction costs for on-system intersections, construction engineering, and project administration.
The current item is for five of the 31 high accident intersections awarded in 2018.
On-System Intersections:
• Harry Hines Boulevard (State Loop (SL) 354) at Willowbrook Road (CSJ 0196-06-033), (Upgrade), (CD 6)
• Northwest Highway (SL 12) at Lombardy Lane/Technology Boulevard (CSJ 0353-04-011), (Upgrade), (CD 6)
• Buckner Road (SL 12) at Northwest Highway (SL 12) (CSJ 0353-05-123), (Upgrade), (CD 9, 10)
• Scyene Road (State Highway (SH) 352) at Jim Miller Road (CSJ 0430-01-063), (Upgrade), (CD 5)
• Ledbetter Drive (SL 12) at Marsalis Avenue (CSJ 0581-01-155), (Upgrade), (CD 3, 4)
This action will authorize local matching funds in the amount of $74,651.00 to be issued as a warrant check for City of Dallas' match for the $2,156,312.00 grant.
TxDOT will be responsible for all the construction activities of the project and the U. S. Department of Transportation will provide the State with 90% Federal participation in the amount of $1,679.028.00 while the State will be responsible for the indirect State costs and 10% match in the amount of $292,133.00, for a total amount of $1,971,161.00 in Federal and State funds for construction and associated intersection improvements at five intersections with a total project cost of $2,156,312.00. Specifically, the City is required to pay State fees, 10% of direct State engineering and construction costs for on-system intersections in the amount of $74,651.00 and professional design services in the amount of $110,500.00 through a separate contract with Kimley-Horn and Associates, Inc, totaling $185,151.00.
Any change orders or overruns are the responsibility of the City of Dallas.
The traffic signals will begin construction in FY 2021 and will be built over a two-year period.

On June 14, 2017, City Council authorized a professional services contract with Kimley-Horn and Associates, Inc. to provide traffic signal design services for 75 traffic signals at various intersections and other related tasks by Resolution No. 17-0931.
