An ordinance amending Chapter 49 of the Dallas City Code to: (1) define terms; (2) provide and revise pretreatment regulations governing discharges into the wastewater system to comply with the Environmental Protection Agency and Texas Commission on Environmental Quality standards and requirements; (3) provide for enforcement of the pretreatment regulations; and (4) provide for a penalty not to exceed $2,000.00 - Financing: No cost consideration to the City

BACKGROUND
Pretreatment regulations established by the Environmental Protective Agency (EPA) and Texas Commission on Environmental Quality (TCEQ) require the City of Dallas to periodically review and update its pretreatment ordinance to ensure the City’s pretreatment regulations are in compliance with state and federal laws. Over the past year, the Water Utilities Department has been conducting this review, drafting updates to the City’s pretreatment ordinance, and obtaining preliminary approvals from the TCEQ. The proposed ordinance contains the necessary amendments to bring the City’s pretreatment regulations into compliance with EPA and TCEQ pretreatment regulations.
After adoption by the City Council, the proposed ordinance regulations must be adopted by any cities or entities contracting with the City of Dallas for wastewater treatment and then the ordinance submitted to TCEQ for final approval by March 31, 2020.
