A resolution ratifying the City Manager’s execution of an emergency service price agreement with BCFS Health and Human Services through an Interlocal Agreement with the City of San Antonio, for homeless shelter and dormitory management services related to COVID-19 for the Office of Homeless Solutions - Estimated amount of $75,409.04 - Financing: General Fund

BACKGROUND
This action does not encumber funds; the purpose of a service price agreement is to establish firm pricing for services, for a specific term, which are ordered on an as needed basis according to annual budgetary appropriations. The estimated amount is intended as guidance rather than a cap on spending under the agreement, so that actual need combined with the amount budgeted will determine the amount spent under this agreement.
This Interlocal Agreement will provide homeless shelter and dormitory management services for a 400 bed homeless shelter established at the Kay Baily Hutchison Convention Center in order to assist the City’s efforts to mitigate the effects of the COVID-19 virus. This agreement will also include facility support and food services for all residents who utilize the shelter. Homeless shelter capacity has increased as a result of social distancing in operating homeless shelters due to COVID-19.
This service was procured utilizing emergency procurement guidelines which allow for the procurement of goods and services where routine bidding requirements cannot be followed. Emergency procurements are exempt from competitive bidding under the City Charter and State Law.
The City of San Antonio Interlocal Agreement is authorized by Chapter 791 of the Texas Government Code and Subchapter F, Chapter 271, Texas Local Government Code. Section 271.102 of the Texas Local Government Code authorizes a local government to participate in a Cooperative Purchasing Program with another local government or a local cooperative organization.
