BACKGROUND

This action does not encumber funds; the purpose of a master agreement is to establish firm pricing for goods, for a specific term, which are ordered on an as needed basis according to annual budgetary appropriations. The estimated amount is intended as guidance rather than a cap on spending under the agreement, so that actual need combined with the amount budgeted will determine the amount spent under this agreement.

This one-year master agreement allows for the purchase of recreational vehicles (RV) to serve as quarantine shelters for first responders. This agreement includes a buy back option where the vendor agrees to repurchase the RVs from the City. This buy back option is at a pro-rated amount (up to 90 percent) based on the length of time the City owns the units and the overall condition of the units at the time of buy back.

The RVs are completely self-contained units ranging in size from approximately 21-26 feet in length with beds, a small kitchenette, bathroom, and shower.

This service was procured utilizing emergency procurement guidelines which allow for the procurement of goods and services where routine bidding requirements cannot be followed. Emergency procurements are exempt from competitive bidding under the City Chart...
