Title
Authorize (1) Supplemental Agreement No. 2 to increase the service contract with Boutchantharaj Corporation dba DFW Security Protective Force for armed and unarmed security guards to patrol and protect City facilities and to extend the term from July 30, 2020 to December 31, 2020 in the amount of $3,773,074.81, from $15,192,299.24 to $18,965,374.05; and (2) Supplemental Agreement No. 3 to increase the service contract with Universal Protection Service, LP dba Allied Universal Security Services for armed and unarmed security guards to patrol and protect City facilities and to extend the term from July 30, 2020 to December 31, 2020 in the amount of $9,875,507.65, from $39,502,030.58 to $49,377,538.23 - Total not to exceed $13,648,582.46, from $54,694,329.82 to $68,342,912.28 - Financing: General Fund ($10,327,986.09), Dallas Water Utilities Fund ($2,707,585.50), Aviation Fund ($418,749.00), Sanitation Operation Fund ($63,776.87), and Storm Drainage Management Operations Fund ($130,485.00)

BACKGROUND
This action does not encumber funds; the purpose of a service contract is to establish firm pricing for services, for a specific term, which are ordered on an as needed basis.
These Supplemental Agreements will provide for continued armed and unarmed security guards to patrol and protect various City facilities while the City completes a new solicitation and contract for these services. This item also includes additional funds as a precautionary measure to ensure the departments utilizing these services have ample capacity to cover any additional demand they may experience through the COVID-19 incident response period.
Security guard duties under this contract include, but are not limited to, the following:
• Monitor and respond to building security and fire system equipment
• Patrol by vehicle and/or on foot in accordance with established routes and schedules
• Observe visitors for compliance with facility rules and regulations
• Intercept persons attempting to gain unauthorized access
• Respond to conditions or circumstances that pose a potential hazard or danger to personnel or property
• Provide comprehensive inspections and ensure all assigned facilities and/or equipment are secure
Security guards are strategic in the operation and surveillance of security at Love Field and Executive airports and are required to verify personnel and vehicle identification at restricted area access points in compliance with Transportation Security Administration (TSA) regulations. Additional duties also include monitoring of parking and traffic flow within the airport, inspecting vehicles, airfield construction security and assisting passengers.
Various Water Utilities locations, Love Field, and Executive airports are City facilities that are prone to threats of attack due to their high visibility and the likely impact on Homeland Security. Due to these threats, it has become increasingly necessary to provide and maintain armed and unarmed security guards to prevent any security breach, suspicious activities, hazardous conditions, or other situations observed that could pose a threat.
This service contract provides security guards at City facilities such as:
• Dallas Love Field, Executive Airport, and associated parking facilities
• Fire-Rescue Department’s Dolphin Road facilities
• Library branches (28)
• McCommas Bluff Landfill
• Office of Arts and Culture facilities (8)
• Park and Recreation Department facilities
• Water Utilities Department locations including treatment plants and pumping facilities (40)
• Water Utilities Department - Stormwater Operations (3)
Security guards for this service contract are mobile, site-specific, armed or unarmed, depending on the needs of individual facilities. The contracted security companies are licensed by the State of Texas as security contractors, and all guard personnel performing duties under this contract have completed a training program and are certified by the State of Texas prior to assignment.
On November 10, 2015, the City Council authorized a living wage policy that requires contractors to pay their employees a “living wage” rate as established annually by the Massachusetts Institute of Technology Living Wage Calculator for Dallas County by Resolution No. 15-2141. This contract renewal option includes the most current living wage of $11.71.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On June 17, 2015, City Council authorized a four-year service contract to provide armed and unarmed security guards to patrol and protect City facilities with Allied Barton Security Services, LLC, Ruiz Protective Service, Inc., and Norred & Associates, Inc. by Resolution No. 15-1259.
